LOCAL TECHNICAL ASSISTANCE CONSULTANT

COMPONENT 2

I.    Background and Overview

The Project “Improving the Competitiveness of Family Businesses through Corporate Governance” seeks to increase the competitiveness and sustainability of family-controlled small and medium sized enterprises in Jamaica. The Project aims to incorporate corporate governance (CG) and other managerial practices in selected family-controlled small and medium-sized enterprises in Jamaica, through training, technical assistance and dissemination of case studies and other documentation.

II.    Objective of Training and Technical Assistance Consultancy
The Local Technical Assistance Consultant will support and understudy the (Overseas) Training and Technical Assistance Consultants in delivering Component 2 of the Project.  Depending on the satisfactory performance of the Local Consultant in Component 2, it may be desirable to retain the services of the same consultant to implement Component 3 of the Project.     

The objective of Component 2 is to deliver a two-and-a-half day training programme for 30 FBs in matters concerning the most common situations facing family enterprises. A key feature of this Component is training of local consultants to deliver subsequent FB training and Technical Assistance programmes.  First, participating FBs will be assessed in terms of the necessity for external financial and human resources, identifying bottlenecks to growth and business expansion, namely, the “critical boundary” of family businesses.  After the training programme, consulting services will be provided to the FB’s to implement the themes that would have been discussed in the training programme:

a.    Family protocol. FBs will be trained in the implementation of Family Protocol methodologies, including establishment of responsibility
for business management and governance, development of financial and dividend policies vis-à-vis family members, the regulation
of share transfer, information access to the non-business family group, and the formation of a family council or assembly.

b.   Succession planning. The literature on FB is replete with various scenarios on succession planning and the adverse consequences of
not having a succession plan. Training will be provided to educate the FBs about the critical importance of having definitive  
succession   plans.

c.    Leveraging strength of family business. FBs can leverage the bonds found in stable families by taking a much longer-term view of
their businesses than can non-FBs. This relationship can be viewed as a strategic “off balance sheet asset”, and specialised consulting
services will focus on harnessing such advantages to foster productive relations with suppliers, customers, and to improve reliability,
quality and innovation.

The expected outcomes of this component are that 30 FBs, receive detailed training and technical assistance on family protocol, succession planning and managerial skills to improve Corporate Governance and business administration.

III.    Consulting Services
1.    Develop the methodology for the provision of technical assistance interventions to  select family businesses, comprising inter alia:
a.    the framework of analysis and programme design;
b.    the framework for routine as well as on-demand data collection and analysis;
c.    instrument(s) for collection of data from participating businesses;
d.    the curriculum outline for a hands-on training workshop and
e.    the framework for in-firm technical assistance sessions;

2.    Provide regular briefings and interaction with the (Overseas) Training and Technical;
3.    Assistance Consultants, the Project Manager and Project Steering Committee;
4.    Initiate and participate in strategic meetings and consultations with the EA and other key stakeholders;
5.    Participate in all appropriate meetings that may have an impact on the Project;
6.    Assist in the facilitation of strategic partnerships with local, regional and international bodies in the private and public sectors that can
       enhance the sustainability of family businesses;
7.    Work closely with the (Overseas) Training and Technical Assistance Consultants, and the Project Manager in providing regular updates 
on the Project and to escalate issues for documentation in the Project Manager’s reports.

IV.   Specific Outputs

1.    Demonstrate ability to develop the methodology for a programme to provide technical assistance interventions to select family
      
businesses;
2.    Collaborate in the preparation of reports on the progress of assigned major milestones in the Project, specifically
a.    Interim Reports
b.    Final Report
3.    Project Deliverables as agreed in the Project plan.

V.    Qualifications & Requirements

1.    Doctoral or Masters Degree in Business Administration, Accounting, Finance, Economics or similar disciplines;
2.    At least 5 years working experience in the field of business management, specifically in the governance and management of family
      
businesses;
3.    At least 5 years working experience in providing training and technical assistance to small and medium enterprises, with    
      
demonstrated successful results;
4.    At least 5 years experience in data collection and analysis;
5.    More years experience than the minimum requirement as stated above will be an asset;
6.    Excellent communication and interactive presentation skills;
7.    Good computing skills (word processing, PowerPoint and database/spreadsheet).

VI.   Duration
The duration of the consulting services is 103 days to commence on or before April 15, 2010.
