Derick Latibeaudiere, presented the Bank of Jamaica’s (BOJ’s) first quarter review of the Jamaican Economy. The Bank described the local economic environment as one in which there was a dominant influence of the Global Economic Recession. The bank pointed to heightened levels of fluctuations in the foreign exchange market as demand pressures surged especially in January. This increase in volatility resulted from a contraction in credit lines normally made accessible to local importers and financial institutions.

The fund characterised the global economy as one undergoing severe recession and financial crisis reflecting a sharp decline in confidence. World Economic Growth was 3.2% in 2008 which was 2% points below the 5.2% growth experienced in the previous year (2007). In light of the current recession, Global GDP is expected to decline by 1.3% in 2009. Improvement in GDP is not expected until 2010 when World GDP growth is expected to be approximately 1.9%. This growth, however, will strongly depend on enhanced efforts directed at improving the global financial sector.

This action resulted in a rank shift from B2 to B1 for Foreign Currency Bonds; the Rating on Local Currency Bonds were adjusted to a Ba2 rating; while a B3 rating was awarded to the Foreign Currency ceiling deposits. The rating agency attributes the downgrade to the likely deterioration in the Jamaican Economic environment due to a worsening of the global economic crisis; while drawing attention to the country's high fiscal deficit (approximately 5%) and double digit inflation.

The bank characterized the December quarter as one in which it faced unprecedented challenges. This was in light of the enhanced deterioration of conditions in the global financial scene. The Bank of Jamaica (BOJ) noted that challenges faced from the instability in the global economy resulted in foreign exchange instability, generating increased inflationary pressures as well.

(ADP) announced a 693,000 cut in US private sector jobs for December 2008 (Wall street Journal-WSJ). The ADP, having implemented new methodologies to improve the accuracy of job estimates, highlighted that businesses employing less than 50 workers cut jobs by 281,000 jobs while those employing in excess of 500 employees laid off as much as 91,000 jobs. Additionally, medium sized businesses laid off approximately 321,000 workers.
